Why is it when I adjust the screw on the driver board, the voltage does not really change at all?
Do I adjust it when it is just connected to the computer or when its on or when its completely off?

The power supply for B and C is the same.
If you mean the volage for motor, it will not change, keeping 12V. We adjust that screw to change the current, when power will increase when the voltage is fixed.
You can adjust it when the printer is on.

Something else you should look at
The connections that go from the power supply to the board do not exactly match, one of them I had to adjust to fit under the screw.
Here is a picture of what it looks like after I adjusted it to fit.
What do you think? Could these be causing a problem?
It is difficult to notice in the picture but one was wider and thus could not fit. Check the stock that you have you might have one just like what I describe..

From the video, I notice that you are using DRV8825 as motor driver. So the status of switches under drivers should be different from A4988.
From switch 1 to 3 should be off,off,on.
Please try to control the printer again after changing.
The connetor on power cable is thicker than the older one, so it should be firmed under both screws and metal spacer. But it does fit the power supply exactly.

Yes I made sure I turned the switches under the driver board to match 1/16th

The issue is the same. The motors try to move a little more, but not as smoothly when both are off.

The problem exists in the power supply.
