I have been building another 3d printer and finally got to connect. The new board I just bought from you wont do anything but one startup boing, then all steppers drive erratically and crash the endstops. I replaced the new board with the one from my other printer and everything is good with my new printer.

I cannot do anything because once I power up the board than after one boing all three axis start moving and wont stop till I power down.
I took the board from my other printer and replaced it to this one and everything is good, in fact I have already printed with it so I know there is nothing wrong with the printer mechanically.

I have another question that is because I noticed there were no heatsinks on the stepper ic's, are they needed?

What you said not through is compilation or download?if is compilation, there is something wrong with your software.if is download, can you find your port in your device manager? if not ,maybe your driver is not good.
