Extruder does not heat to desired/set temperature.

I have a XYZ printing Da Vinci 2.0 Duo printer. The printers controller board failed. Hence, I wanted a new board, a different one.

I purchased a GT2560 to control the 3d printer. I am using the same power-supply-unit that came with the XYZ printing Da Vinci 2.0 Duo, which is the FSP250-50LC. I carefully connected all cables/wires to the GT2560. The motors x,y and z axis, respond. The temperature of the extruder however is not going up to the set temperature, 210 for example. It goes to around 120 and remains there, going up and down a bit.

I have confirmed the temperature of the extruder using an infrared thermometer and it is truly around 120.
I confirmed that the FSP power-supply-unit is supplying 12v to the GT2560 board (using a multimeter).
I confirmed that 12v is being supplied, from the GT2560 to the extruder's heating element, (using a multimeter).
I have tried 2 different heating elements. Both same results.
I am using the same cables that I was already using with the 3d printers previous controller, which was then, with that controller, heating up just fine.
I have tried to set the temperature from the LCD menu of the printer, from Repetier-Host software and Printrun software. All give the same results.

I have installed the Marlin firmware, as advised, in the GT2560 user manual.

What may I check or try, to be able to get the extruder to required temperatures?
Also, even the temperature that the extruder is reaching now, which is around 100 to 120, happens after a very long time, 10 to 15 minutes. With the XYZ printing controller, it reached 200 within 1 to 2 minutes.

How can I control or increase the rate of heating?
