Temperature Overshoot

I have a Prusa i3 M201 and I am currently using two extruders/heaters. The first heater works appropriately, but the second heater has a very high temperature overshoot, so much so that it damages both the heating element and the sensor (the covers wrapped around the wire have burned off).
I want to check the PID of the first extruder so that I can compare it to the second, but am unsure how. Using this guide has not been successful - I input the appropriate G-code and receive no response from the printer. I have used EasyPrint, Repetier, and Pronterface each to no avail.
I would appreciate guidance or advice on how to solve this temperature overshoot problem. I have already ruined a heating element and am very interested in preserving the rest.
