I Have another FIO (sparkfun) and when I tie the mini USB the led CHG (charger) is on. In your FIO. the led is extinguished.
I measured with my mutímetro and in the pin of 3,3 V doesn't have any voltage.
Leaning that should be some problem in the connections or in the regulator of 5 V for 3,3 V ...

Hi. When I connect my FIO using USB, he doesn't have tension of 3,3 V. The Regulator non ofrnece this tension for the circuit.
