You can check if the back of the board has a bad soldering or something else.
And you said it works sometimes,sometimes it doesn't.So how it is now?
Could you post some videos or pictures about it cuz i wanna see it.

Some tips:
1.Remove all the stuffs on the board(the wirings,the driver A4988...) except the power and LCD wiring to see how the LCD goes.
2.Like what i said before,measure the voltage between the 2 pins(both sides of Crystal Oscillator)and GND separately.
BTW,could the board be detected by the device manager?

Still does the same after the wires are removed
Device is connected to pc, it how ever keeps stating there is no startup signal
Will have to borrow a volt meter again check other item.

The voltage from he Crystal oscillator is showing as 0.73 v

The two sides of Crystal oscillator and GND are both 0.73V?
BTW,could you find a spare Crystal Oscillator to replace the one on the board?Cuz i suspect the one on the board was broken.

No i dont have a spare crystal ocsillator, but when i tried my friends spare board, lcd and printer was fine
