Good news! I had ordered an identical power supply on Amazon (anticipating that it might take a while to get a resolution through GearBest) which also arrived today. Hooked it up and my printer is now running. Time to get printing! Thanks again for the assistance!

In fact you don't need to plug low voltage cable for measre it.
From your photo i see my i/o led on power supply doesn't work

My mistake.
I was browsing your photo too briefly.
And I made a mistake.
After connecting the power supply to the power supply voltage, the green LED should light up and it remains off.
At your place I would ask the seller to replace it.

Thanks again! I've filed a ticket with GearBest to get it resolved. Hopefully the resolution will be to just get a new PSU (as opposed to me having to re-package the entire printer and send it back in... in which case it may just be less of a headache for me to eat the $20 I spent on Amazon for a new PSU).

I solved this problem by switching the power supply switch to 120 volts from 220.
It wasn't listed in the steps and I'd assumed that was already set because the description of the shipped product said it was set up for 120.
