Cooling fans died

Need help.

After a really good print, I went to slice another and run but both board and extruder fan are not working. Just to check and see if it was the fan I hooked one up to a 9V battery and it spun fine.

Is there a config setting I can try, or is the board dead?

I already tried resetting the board with no luck.

Please help.

Please use multimeter to check the voltage of "+" and "-" at fan pins.

I used an analog multimeter and the needle did the move, so the reading is 0.0

Please test the voltage between "D17" and "GND", "Vin" and "GND" seperately. "D17" and "Vin" have been highlighted in the picture.
The power of fans comes from D17.
