faulty power supply

Hello, First, I'm French and I'm sorry for my English.
I bought a "Pro B Geeetech Prusa I3" kit on Ebay seller "Geeetech-official," I have finished the installation of the printer and I followed the commissioning instructions.
I have made a test print successfully.
Unfortunately, today, while turning on the printer, the power supply has started to make noise, hiss and crackle, the green LED flashed, then nothing.
I have 220 volts happens, but the output is about 1.6 V, I unplugged the control panel and is the same.
Through the gate (because there is the warranty sticker), I tested the fuse it is ok.
I have a friend that has a 3D printer with the same power supply, I tried it in my house and my printer is working.
To be sure, I tried my faulty power on his printer my friend's and it does not work .
I think the power supply fails, the Ebay seller asks me to ask you for technical support.

Sorry for the late reply.
You can attach the picture about the "wrong" value on your multimeter.

How about the output when unplugging all the wirings?
Maybe it's caused byt the overloading?

Hi,
As I said in my first post, I tested by disconnecting the card it is the same thing.
And I tried power supply of a friend and my printer works.
