GT2560 REv.B. Fan always Max RPM

Hello!
I have a problem with fan for MK8 extruder and fan for GT2560 .
They haven't been noisy but Suddenly they they started to be noisy and have a high rpm.
Is the GT2560 broken?
PS : nozzle fan work fine with PWM

In addition to the PWM , the other two interface fan you can't adjust its speed, so they will work at 100% wind speed rotation
I think you should test the voltage of fan and then you can ensure whether the mainboard was broken

I have measured the tension 19V
But after a small accident with the tester (Short circuit pin black and pin red) the tension has returned to 12v.

1.You can test the voltage of power supply output（Normal is 24V）Double way
2.You can test more to see if the voltage is stable
