I have put the kit together and gotten the latest Marlin firmware installed on the board. I can heat the extruder and heat the bed but none of the motors move when trying to jog them in the host software. I have tried both Repetier Host and Printrun. Neither of them will move the motors. I have also loosed up all of belt pulleys as well as the connectors that join the Z motors with the Z screws. Even with all of those loose the motors do not move. Please advise on what to try next.

Yes, have double checked the wiring at least 3 times. I have the RAMPS board. Have also verified correct voltage from the power supply at both terminals on the board as 12V. Have checked voltage on driver pot for each driver. Two were sitting at 1.3V the other two were over and underpowered and I adjusted them up and down to 1.3V respectively. Still nothing. No hum, no click, nothing.
Any ideas on what to try next?

Just had a chance to try the firmware you sent. It didn't work. After uploading the firmware, the LCD shows that X, Y, and Z are being incremented by the amounts that I jog in Pronterface. The X and Y axis have no response at all. Both Z axis motors make a sound like they are trying to jog but don't move, even when disconnected from the drive screws. Any suggestions?

Let all the axes auto home first. If z motor still make noise and not moving, swap the z motor driver with x motor driver.
