Iduino Nano v3 failure

I recently received a package of 2 Iduino Nano V3 boards. I tested both when they arrived and one works fine. However the 2nd board does not power up. The LED's do not light and I cannot communicate with it via USB. I was referred to this forum from an ebay message. Any help would be great.
