I have Arduino Uno. Everything working, but the digital pin 9 is deat. I tested this pin very well. The problem is not in the connector, connection, etc. Never directly on the ATMEGA328P (pin 15) does not have voltage on this pin. What is most likely broken Microcontroller ATmega328 or board?

Do you mean that the pin15 on Atmega328 is not connected to digital pin9 or pin 15 on Atmega328 doesn't work? If pin15 on Atmega328 is not connected to digital pin9, it's supposed to be that the D9 or pin15 is poor soldered. Another case maybe there is fault in Atmega328.

The connection between the pin 15 on Atmega328 and digital pin 9 is OK. The pin 15 on Atmega328 doesn't work. I think that fault is in Atmega328 too. Thank you for your advice.

I tested board again and now it seems that board is faulty. After removing Atmega328. Digital pin 9 is connected to ground (GND) and pin A1 has the same error. This short circuit on board disables these pins. What you mean is board fault?
