printer settings for geeetech prusa i3 pro b

ive almost got my print up to what it should be, but i want to try put a vibration limit to prevent prin quality being poor, theres also another problem in my prints where the rest of the print is perfectly smooth apart from a certain portion of it where it gets rough, almost like its over extruding only in one area of the print, not sure whats causing this. i print at 216 and 70 with retraction at 4mm, speeds are usually at around 40mm/s highest as i had problems before with it going to quick and shifting, material i use is pla with 1.75mm diameter, slicer is cura and software is repetier host, if you can help i would appreciate it.
