first print, nothing works

I just got a Delta rostock G2s pro, and after building and calibrating i tried to print my first object (yay!) but when I started printing all of the fans stopped and the LCD lettering got too dim to see, fast forward a few minutes and the extruders haven't even warmed up a whole degree. This was similar to when i first powered on my printer and the LCD flickered (until USB is plugged in the the lettering is too dim to see), and nothing would move, if you disconnected the printer from the power supply, turned on the supply the reconnected the printer it would work just fine... until i turned on the heaters. after seeking some advice it sounds like the power supply may be insufficient to properly run the printer?

How's your PSU output? is it 12V? And if you have a ATX 12V power supply, you can replace the PSU and test it, see if it is the PSU's problem.

sorry it took so long to reply, strange work/school schedule. Though I have the readings and whenever you turn a heater on the PSU voltage goes from a consistent 12.23V to 4.05V. and it behaves this way weather you turn on one or both extruders or the bed. and the afore mentioned problem powering up, the voltage never goes above 4.1V. Side note, the PSU says its rated for 21 amps, but I thought I read that the printer takes 360watts max (though that may not have been the G2s pro), and that would need 30 amps to run. But I would be shocked if they sent a PSU that was underrated for the printer, unless it were a mistake, or there was a defect in my power supply.

also the only PSU's I can get my hands on are maybe 5 amps max

Then seems like a defective PSU. When heating up, the voltage on the connectors of the heaters should be about 11-12V too, if too low than it won't work properly. You can contact the sales to talk about it.
