Pro B setup questions

I just finished building a printer - Pro B model. and I am having the following issues/questions:
1) none of the fans work; there is no power in fan sockets.
2) power supply output is 10.3V is this normal, or it's too low? none of the heating elements are connected yet.
3) what's the proper way of adjusting z axis to have x rails properly aligned.
