what kind of wiring are you using ? If you are using that Dupont connector type of connector on the end that could be the problem as there not very secure and if one contact is bad it could cause intermittent contact problems .
I tried ALL! i switched all the cables between all the motors. Also, I switched the motors between each other. And I connect all the motors through all the output sockets in the board "i.e. move the X axis from the Y axis port" and get the voltage reading from all over the board!

the X axis board is the only one has a ZERO volt readings!

So, its a faulty board!
